Does anyone else remember the broadband world prior to Google Fiber? It kinda sucked. The ISPs were slow in picking up the speed and reliability. Consumers had littke choice. The status quo ISPs took full advantage of that.
Enter Google and their announcement to get into the ISP business. Those slow moving ISPs suddenly woke up and picked up the pace. Coincidence? I don't think so.
Many say Fiber is failing/failed. Moi? I don't think the business was ever supposed to succeed as a business in the first place. Its real purpose was to light a fire under the ass of Comcast, etc. It's real purpose was to motivate the providers with the threat of competition. In the end, Google got what it wanted. More bandwidth.
Threatening tarrifs very well might be a negotiation move. The USA doesn't necessarily have to or want to raise tariffs, China etc just has to believe it's very possible. From the negotiating standpoint the more fear they have the better deal the USA gets.
Mind you such a tactic can go sideways. Oh course. But the first shots have been fired. The threat made. But don't be surprised if it's not as extreme as promised and reported.
Rather than twist ourselves into knots trying to figure out what the intention of what the new administration is saying, how about we take them at their word. They already implemented massive tariffs during their first term, why should we assume they won't again when it was a core campaign promise?
I'll add the if we're looking to politicians, government a/o campaign promises to be accurate, honest and believable then how do we explain the ACA not being affordable? Or The Patriot Act infringing on the rights and lives of law abiding citizens.
I hear what you say about term 1, but I think that strengthens my wait and see, this is likely a negotiating tactic.
Trump likes to deal - more than any recent POTUS /politician. He likea to "pivot"- again more than any recent resident of The WH. He has an ends in mind, promising big tarrifs to get that is part of his process.
Note: I'm not defending his process, only mentioning/reminding it's not status quo POTUS.
Stay with me...

Why not? For reasons I just explained.
