Ah, this is a great example of Goodhart's Law in action - "When a measure becomes a target, it ceases to be a good measure."
The status page showing all green while the service is actually down illustrates this perfectly. When uptime/status indicators become key performance metrics that teams are measured against, there can be pressure to keep those indicators green even when they don't accurately reflect reality.
